In the chaotic halls of the House of Commons during the tumultuous year of 1899, the serene and dignified atmosphere was disrupted by the unruly behavior of Dr. Charles Kearns Deane Tanner, the Irish MP and surgeon. The scene depicted in this caricature captures the moment when the Three Times Lord Chancellor of Great Britain, Hardinge Stanley Giffard, Earl of Halsbury (1823-1921), and Sir Henry David Erskine (1838-1921), the Sergeant-at-Arms, tried in vain to control Tanner's childish ranting and shouting. The Earl of Halsbury, with a stern expression and outstretched hand, implores Tanner to behave, while Erskine, holding a sword, pulls at the tablecloth in an attempt to restore order. Tanner, however, is shown in a state of bawling, ranting, and roaring, with his shirt sleeves rolled up and a determined look on his face. The cartoon, created by Francis Carruthers Gould, is reminiscent of the infamous Struwwelpeter tales, with its exaggerated and humorous portrayal of misbehavior. Despite the efforts of the two senior politicians, Tanner's behavior was a reflection of the political instability and tensions of the time, particularly in Ireland, where nationalist sentiments were on the rise. This caricature serves as a reminder of the sometimes chaotic and unpredictable nature of politics and the challenges that those in positions of authority faced in maintaining order and decorum in the House of Commons.
